Exacerbation or my normal ?

I was diagnosed with COPD back in April after going to the hospital with an exacerbation. Since then it has been a continuous pattern. Taking prednisone and going towards feeling normal. Tapering off and then sliding back to gradually(not so gradually) getting worse until I have to go on prednisone again. I am on Breztre twice a day and nebulize 2 times a day. I'm scared about taking prednisone so much. Is this really bad news ?
