Are chest pain and shortness of breath a flare-up?
I was recently hospitalized for observation to r/o cardiac problem when I c/o chest pain and shortness of breath. The PCP physician didn't call it a flare up of my COPD but said my chest and ribs were inflamed from coughing. Would this be the same as a flare up ?

As you may know, typical exacerbations can be characterized by various symptoms which can vary from person to person. Although the symptoms you described (chest pain, shortness of breath), can accompany a COPD flare-up, they can also be characteristic of other medical conditions too.
